In 1940 the government banned political parties. This was followed by strikes and riots.
In 1946 the government allowed political parties and the government formed a coalition with the Febreristas, however, the Febreristas's resigned after the president appeared to be favouring the Colorado party.
Follow that the Febreristas formed a common cause with the Liberals and the Communist party which led to a rebellion and then a civil war.
On 8 March 1947 the army joined in and two infantry divisions joined followed by two more infantry divisions a few days later.
The civil war came to an end in August 1947 after the government defeated the rebel forces.
Not included in this scenario is the Paraguayan navy which also joined the rebels. Clearly Paraguay is landlocked although it does have a few lakes and wide rivers to the south. I did initially make one of the hexes to the south a lake but then I could not put the southern road through along the border. Essentially I think the navy used the rivers. Eitherway, I have not included it and I doubt it was that significant. the government used the artillery division toface ofthe navy.
Also, three of the divisions are cavalry. At this stage I dont have cavalry units specified in the system and so have defined them as infantry. I will add cavalry at some point when I start on earlier periods, but for the time being they will dojust as well as infantry although they do have traditional cavalry counter markings which are the same as reconisiance markings.
Where the Wikipedia article defines divisions i have split them up into 3 regiments to add some flexibility, with the engineers and signal divisions only having 2 regiments which is probably still more than they had. I have also reduced the artillery range to 3 hexes to reflect the older period weapons.
